Why don't you define "complaint" or complaining...for the purposes of this discussion? As they say...all is in the eyes of the beholder.
And, then, maybe a definition of "always" would be in order as well.
I should have written it as "always complaining", to make clear that this is the kind of thing that people often say about advocates when they don't recognize the difference between complaint and advocacy. I'm not sure how to define complaint. It IS in the eye of the beholder, which is kind of what I'm getting at.
